New Naval Academy superintendent takes command

ANNAPOLIS, Md. — The 61st superintendent of the U.S. Naval Academy has taken command and pledges to make ethics a priority during his tenure.

Vice Adm. Michael Miller was sworn in during a change-of-command ceremony Tuesday at the academy in Annapolis.

He takes over from Vice Adm. Jeffrey Fowler, whose tenure was clouded by spending irregularities that included a “sham” slush fund for tailgate parties, luncheons and other events.

Although the Navy emphasized that Fowler didn’t benefit from the irregularities, investigators criticized the fund and the improper solicitation of gifts relating to efforts to retain the school’s football coaches.
